If anything, there needs to be more DE-centralization. The long-lived veteran from Kansas, I believe, has very little in common with the long-lived veteran from California. Having clinics that are dialed into the needs of its local veteran population is likely to have more positive results. If the administration of the clinics is likewise localized, there should be greater and better focus.
