Interesting article, this does bring to mind the mask from a tv show and I can't remember the name of it right now it wasn't on long, but it didn't allow for any facial recognition yet your face remained the same. Your face was blurred on all cameras though.

SSG Derek Scheller - Almost Human is the show you are talking about. The flash mask and the DNA bomb. The mask made it so that the CCTV couldn't capture the face, the DNA bomb made it impossible for forensics to determine who was actually at the crime scene.
