Our development, is hampered by a process that is cumbersome and ineffective as well as delayed without the proper emphasis and funding. We do not put people in charge to stay on the programs from beginning to end, so focus is an intense change as leadership does. All of this hampers what decisions are made to put investment towards the technologies that we need.
