A. You always have to wonder about an ex-partner's testimony.
B. If it is true, she is obviously yet another Democrat sailing under a false flag. Democrats see Russia as the great bug-a-bear, while GOPers see China as the main worry. A venal Republican would have been trying to sell the thing to China.
That said, these people are definitely not master tacticians.

...so Russia has been honest, ethical and not doing anything wrong.
Russian Krevaks used to do figure eights around our sub when we were pulling into San Diego performing "sound cuts" to understand our sound signature when we were pulling into port. This intel. was used to coordinate who was which ship...sitting off their coast. It is naivete to assume that Russians are our brothers and not propagandists and instigators.

Krivaks had a range of about 5,000 nautical miles, and Vladivostok is 5,700 nautical miles from San Diego, meaning said Krivak would have to refuel at least twice, and the Soviets were known for being particularly inept at replenishing at sea.
This is ignoring the gorilla in the room, which is this- USPACFLT would never allow Soviet frigates to lurk off San Diego nor to let Soviet forces conduct refueling ops near USPACFLT HQ in Hawaii. My brother is a retired navy Lt Commander and tells stories about "bump and run" and other tactics for moving Russkies out of areas we did not want them in. They did the same to us near their Arkhangelsk and Petropavlovsk bases, and in the Sea of Okhotsk where they liked to hide their boomers.
