This is the key paragraph in the article, "Before the Trump administration, the report might not have caused such alarm. The FBI noted it issued a similar bulletin warning of retaliatory violence by “black separatist extremists” in March 2016, when the country had a black president, Barack Obama, and black attorney general, Loretta Lynch."
The raising fears worry is the same as white extremists were targeted in FBI reports during President Obama's administration and many on the right charged that the administration was ignoring the real threat. Each report explains issues that may come up due to current events. The problem is everything is so partisan or racial today that no side wants to take a minute to look at those with different beliefs than they have and see the two sides still have a lot in common and if they were willing to work together instead of becoming outraged something positive may be accomplished.

So a truthful report should cause fear? I don't think so... But it should raise the alarm....
