Feds say company provided subpar steel for US Navy subs

are we surprised ?? many contractors try to get by cheaper than they are supposed to

I'm a little confused. The article says they supplied " castings" to make the hulls. Last I knew, the hulls were made from armor plate( Navy armor to be specific).
