Regardless of anything else, if the House doesn't start bringing some pressure to bear on their "requests", any power Congress is supposed to have will be lost. This is a game of chicken and I have little doubt that the White House will never swerve. Congress must be prepared for and accept the impact.

Nah I am not concerned here about Congress losing it's power. They are only ignoring the supeonas because of the extremely partisan nature of those requesting they appear. If this was a bipartisan request across the House and Senate they would appear. Clearly it's not and that tells me there really is not a solid argument for them to take the Congress seriously here.
