I don't remember reading about a lawsuit in that article, but I don't care enough to read it again, and it doesn't matter anyway. My retort was based on the fact that Congress passes legislation. The fact that they previously passed legislation that became a law does not mean they can't change that law. It happens a lot. Calling it an "Act" doesn't make a law unchangeable.
