Many different ways this conversation could go. I do agree that if you want the best and brightest amongst the ranks then you have to offer compensation that's on par with the private sector. Tradition is something to be respected for sure, but doing something the wrong way over and over again shouldn't make something a tradition. I'm glad the military is looking for new ways to recruit, train, and retain in today's modern environment. There are going to be hickups along the way but that doesn't mean we just throw in the towel.

You have to pull from the general population. There is no way around that. What needs to happens from there is the armed forces need to hold to standards (physical, emotional, moral etc) that are unwavering. They need to mold them into their image. The Marines have always done a very good job of turning civilians (of every generation) into Marines.
The real issue for the armed forces is the lowering of standards, expectations, behavioral requirements etc. I think those that join are looking for that. The leadership in the military is taking the easy road and lowering standards to fill billets and avoid conflict etc.
