It is not like he has unlimited access to the table top- there is more to it than yelling launch and pressing the button.

While the President does have unilateral authority as commander-in-chief to order that nuclear weapons be used for any reason at any time, the actual procedures and technical systems in place for authorizing the execution of a launch order requires a secondary confirmation under a two-man rule, as the President's order is subject to secondary confirmation by the Secretary of Defense. Why would Air Force missleers go with this crap, they know better.

I'm not doubting that but I can't find any reference to that except on nongovernment sites. Do you have a reference that's a government source?
