Yes. I don't see how a reasonable person would not expect withholding water for an extended period of time to not cause serious injury or death. Therefore, "neglecting an inmate" just doesn't even begin to cover it.

And former Sheriff Clarke managed to escape culpability from these kind of deaths that happened under his watch. How fortunate for him.

Why wasn’t he in a mental facility? “A person can survive only three to five days without water, in some cases people have survived for an average of one week. It is not recommended that anyone try this at home. Once the body is deprived of fluids the cells and organs in the body begin to deteriorate.”
