Got caught up in the PC environment. He admitted to making someone do incentive PT in a dusty environment. Sure hope any combat zones these recruits might serve in aren't dusty, or hot, or have rough terrain. God forbid they will have to carry 100 lbs of gear, ammo, chow, and water. And Heaven help them if there are armed insurgents firing at them in their effort to take their life. So, Mommies of America the choices are: make sure those mean old Drill Instructors train them hard in the attempt to keep them alive, or go easy on them so they can come home in a box. A couple more would be convince them to not join the Marines, or stay home in their jammies while they sip hot cocoa and play video games. Lions and tigers and bears, oh my! Give. me. a. break.

These people need to watch "Heartbreak Ridge". Listen when the "Gunny" tells the PC officer that he "knows that they will come home in body bags if he doesn't train them for war". We need to try to keep PC out of the military. The higher-ups (Pentagon pukes and the like) can play all the PC patty-cake they want. If a Soldier, Sailor, or Marine is not tested to the breaking point, then you don't know where they will break. Basic (boot) is to separate those that CAN from those that CAN'T. NOT to teach them how to get VA benefits.

So making recruits exercise in a dusty, abandoned building is considered maltreatment nowadays? There must be more to the story than this.
