You can't just start making F-22s. The assembly line was torn down, all the machinery was retooled for different production. The F-15 line is still open and operating. It won't take a fraction of the money to generate new 15s as opposed to restarting the 22 line. Also factor in the time spent retooling again to restart production of the 22. Gotta factor in all the different variables when making the decision. For the money, buying additional upgraded F-15 makes sense when you pair them operationally with the F-22. Remember this oh young one; the F-15 has NEVER been bested in air to air combat. NEVER. Talk to a few 15 drivers and they'll enlighten you. I was at Edwards and flew photo chase support on the first F-15E back in 87. It's a very bad assed aircraft.

MSgt Mark Bucher oh, I don't doubt the 15's abilities or record. However, the 22 was meant to be the 15's replacement; just as the 35 was (initially) meant to be the 16's replacement. The 22 is the baddest plane in the sky right now. However, it's production fell victim to the newest, shiniest toy (which still isn't functioning at 100%...*sigh*).
If the acquisition and production lines get streamlined like they were in days of yore (when the 15 & 16 were being produced), and Congress stays out of it - by trying to ensure that there is a part for each plane built in each district - then production could begin again.
My point is, we have the next gen replacement for the baddest bird of a generation, and the obvious heir to that title. Political games killed it. We should begin making it again and let the heir apparent assume it's role in full.
