No, it is really going to be lottery tickets the money that should go normally for Water, will really go to pay for cronies, and PG&E's screw ups. They are not just going to tell you that. Keep in mind this coming from the guy who's cronies got busted for kick backs to business in the City of SF, and the same guy who had an affair with the wife of his best friend.
