Didn't PR tell US to leave our Naval bases and leave PR? I seem to remember that in the 1980-90s?

I hope we do not send GENs into areas that are not bad. Him saying it is the worst he has seen makes it seem like a good choice to send in the military.

PR was a hole the last time I was there in late 90’s. Their infrastructure was very bad back then. I can see how a storm of that size would wipe them out.
