Interesting article. I'm reminded of the US Army's School of the Americas. Protestors screamed and yelled in front of the school for decades decrying US training of officers from countries with abusive civil rights records.
However, consider the record. When the US started bringing Latin American officers to Ft. Benning for training in American methods and morality of use of force, the only democracies in the Western Hemisphere were Canada, the US, and Mexico, though Mexico had severe institutional problems, and a whole bunch of military or military supported dictatorships. 25 years later in 1991, of the 29 countries south of Mexico or in the Caribbean, all had elected leaders except Cuba, the one country in the area that never sent any officers to the School.
The School of the Americas was in no way all of the reason for this transformation, but training officers from "iffy" countries in the ways of our culture seemed to pay off in a big way, at least in Latin America.

In this case, preventing the training of Officers, and or the military in general by Germany will have no effect on the political issues the world has with China. It will not have an effect with our relationship with Germany.
Take Japan, helping Russia with it's cavitation issue on their Subs. Japan designed a new screw for them. We wished they would not have. Will it change are relationship with Japan, no.
We can jump up and down with outrage for the training of a governments officers or military. It will not have an effect. We will continue to work with them and them with us.
China will just keep on going as China has, and always will.
