This post isn't very clear. But it's link to the VA report states the VIC (Veterans ID Card) will be supplemented by another card for identification purposes. I believe this is meant to offset the states that give any recognition to Veterans on their state ID or with another ID card. -https://iris.custhelp.com/app/answers/detail/a_id/911/~/what-is-a-veteran-identification-card-(vic)-and-how-do-i-get-one?

I think yours, like mine, is for VA medical treatment. Of course it serves as a photo ID, too. This new one just ID's a legit vet w/o any regard to the medical system.
