Remember the speakeasy? The government intervention in the general public, aka prohibition, created lawless behavior. People need to feed their families and the government stealing their freedom writing un-Constitutional law will create "lawless" behavior.

Ghost kitchens are a legal logistical concept for food. Better analogy to describe them is online shopping (ghost kitchen) vs. retail store (restaurant)
