Nope sorry. You both do. Neither side enforces it or wants it. Worked for the elections board under both dem and rep staff. Neither wanted anything to do with it.

2. no one ever yells for it to be on the ballot
Well...not enough people. Because its never on the ballot here in Florida. Its just like the talking heads that always scream voter fraud, yet they never push for anything to be done.
