Duh, Auh, I don't know, Marine barracks and housing still being built, roadways are finished, It's all about the Firing Range, Navy wants to claim part of the ocean as a safe zone for the Marine Firing Range. Navy already own 2/3rds. of the island.

To some (Fishermen), they don't want to travel 3 to 5 miles out from the island to do their fishing, but stay closer to shore. As a fisherman, it's safer to be closer to land, and not in the Deep, Blue, Get Lost ocean. I did many SAR sea rescues while in the Harbor Patrol Guam Police Department.

If artifacts were or are found, Federal Law (Antiquities Act of 1906) says all construction has to be stopped, and a research has to be performed with stipulations to the law. Not Guam law, US Federal Law.

General public know this, and it's always used as a tool and vehicle to get what they want with the government, US or Local.
