Either way he will be punished and should be because stealing is wrong. However, the severity of the punishment should take into account that he was giving them back to known family members. If it comes out that he planned on selling some they should throw the book at him.

Not arguing about if its theft and he will definitely be punished. I think the amount of punishment should depend on intent.

We can't condone this behavior. If the family wanted them, they needed to request their return

Intent was good but what would the Archives have done if they were asked to return them to the families..
