It's similar to what goes on at many US institutions. The Chancellor is more externally focused (dealing with the alumni, local legislators, corporate partners, the community stakeholders, the board, etc.), while the Vice Chancellor (or Provost) is more internally focused (managing the Deans, dealing with the institution's support staff, making key faculty-related decisions, etc.).
