Have you ever heard of the clipboard effect? Hand someone a clipboard and they assume "power". We have a member of our HOA who roams the neighborhood in the company of his dog (sans leash) looking for trouble. Shortly after moving in, I sought a way to display my flags on holidays. HOA rules specify that we can't attach anything to the exterior stucco surfaces of our "homes" (condos). I devised a work around (field expedient) using pressure between to ends of a 2x2 reinforced with metal (to prevent bending), wedged between two walls and hidden by an overhang. I was proud of my work but the tyrant warned me that I was in violation. I explained that I had not drilled any holes or used any adhesive. I saw another story on this. HOA's are crap. I am in a fight with one right now on behalf of a friend, and their by laws are crazy. Thought there was a moratorium on evictions during this stay at home stuff. I would suspect if the people being evicted got a lawyer, they would have a very good case against the HOA. Then, after you keep your house, mobilize the neighbors to get on the HOA board. The reason the boards get crazy generally, is because it is made up of people that are power hungry idiots, and only need a couple of votes to get elected, as most residents don't go to the HOA meetings to vote.

The HOA we had back in Colorado was not member run until the development exceeded 80% population. They took this to mean, since phase 2 was not built, that 80% could not be reached. This was back in 2006 with the housing bubble. In 2013 or 14 they finally opened the 2nd phase and in 2016 we hit 80%. Not much changed as the new board maintained the same servicing company and did not change any of the "rules". Can't tell you how many times we would do yard work on Sunday, get a threatening letter because there was a dandelion on Tuesday. Can't see them when you come home in the dark. Can't work on them everyday as there is work to be gotten to. Yep - a bunch of Nazis.
