This does not allow non-citizens to vote in federal elections.
The author mentions "states rights" and yet he would deny the states the right to determine voter qualification.

IMHO: In for a penny, in for a pound aptly applies to policies like this. The rule of politics is to start small and then build on that until you finally get what you want.

SSgt (Join to see) - I believe it would take a Constitutional Amendment to allow non-citizens to vote in a federal election. Every mention of voting in the Constitution's Amendments (15, 19, 24, & 26) is prefaced with the words "citizens of the United States."
So, I don't see that as a threat.
