How a summer of storms smashed towns and FEMA

This is absolutely stupid. We’re all Americans. This should not depend on the local level. If anthing, the Federal government should be front and center in delivering disaster relief effectively and efficiently in as quick a fashion as possible. I would consider natural disasters to be a national issue.
