How A Tilt Toward Safety Stopped A Scientist's Virus Research

This is an article from 2014. The US stopped all research into this type of virus. Because, it mutated too quickly.

At present, it is my understanding China has one level 4 containment facility in Wuhan. It has continued to research deadly viruses that can mutate quickly.

A lot of information has been put out claiming the former head of Mi6 is wrong.
If one looks at the security measures of level 4 containment facilities, it is questionable there can be an accident outside the facility. Perhaps, a sample being brought into the lab?
Here is my point of my posting this above information. Even if it was an accident, which had perfect timing, Can the United States military act like it was an accident towards the Chinese government? We are experiencing a so called second wave, or spike in cases. Lock downs are not working. This new round affects more children...
