I had the same view of Detroit close in suburbs when I lived there, specifically Highland Park. I got a parking ticket in Highland Park and I had never previously been there. Officer didn't show for the appearance in court and the case was dismissed. Turns out officer was just writing random license numbers on a violations pad and turning the tickets in. Couldn't care less on the lack of ethics or the time and money it was consuming of the rapidly declining people that still worked within the City Limits of Detroit. Then there was the Detroit City Income Tax, and well I could fill a whole page of the racism I saw first hand there and it was racism by African Americans as they were in power. So I am pretty sure this happens elsewhere in the country. Flint Michigan had similar issues, it's why I couldn't really take the lead poisoning in the water there issue as being caused by the state. My suspicions it was City of Flint workers managing the water treatment stations there that really didn't give two craps about water quality one way or another. Yet they had to go almost all the way up to the Governor to find someone officially to blame. Most of us know that water purification and monitoring is done at the stations within the city limits by city personnel.
