Back in 2013 when Ubisoft was releasing the game Watchdogs about a hacker vigilanty they created a website called http://wearedata.watchdogs.com
In this website you could see every tweet for a particular geo location. So you could look at Big Ben (the locations were limited to England, Paris, and Germany) and see every Tweet and Instagram photo (not private) that was done from that location.
If Ubisoft, a video game company, could create a system like that as a PR stunt for their game imagine what a dedicated hacker/stalker could do.
