Voyager is still out there. At least until it returns as V-Ger.

Still think if they want to travel out in space, they need to set up a space station for launching or a moon base, this would require less fuel since they would not have to over come earth's gravity, plus you could build the ship for the confines of space.

I agree. I think the current estimate for the ISS is that it can last until 2020 and maybe a few years beyond, so you are correct--we would have to do something to extend it's life. On the other hand, their budget doesn't even include production of hardware to go back into space (the rocket itself in the article), nor extending the life of the ISS. Of course we could get other countries stop help us with the space station.
