Yet another case of double standards.
In something like this, you are supposed to retire at the last rank you served in honorably. I guarantee he was not an awesome MG and then all of a sudden became a dick when he pinned his third star. Did they even bother to investigate? Nope.
He is a flag officer. Let's bust him down ONE WHOLE STAR to make it look like we are being tough on toxic leaders.
