There's a massive difference between submitting to an open bid and winning it.
Just one demented nutcase with delusions of grandeur...about to spend a lot of time in the Federal pen having his views "readjusted".

SSG Jessica Bautista, That is a very good question. Why were they? Secondly, why was he not properly vetted by the government before they accepted his bid? A convicted felon? Child abductor, attempted bomber, Thief, Robber, Police impersonator, illegal weapons possessor, etc. the list seems to be endless. Perhaps he was never seriously considered after all, these Government Agencies send out Contract Bid requests all the time and get hundreds and even thousands of bids flooding in from FEDEX, The USPS, and UPS.

The government hasn't accepted any bids, he just submitted one, the Contracting Officer will need to ensure the contractor isn't on the excluded parties list and is responsible, let alone responsive to the solicitation requirements.
