Iraqi spy chief warns ISIS is rebuilding

Iraq's spy chief is Captain Obvious.
However, a lot of people would have to be asleep at the switch to let ISIS build another caliphate in that area. I don't think that is terribly likely. It is more likely that ISIS gets froggy somewhere else, such as Libya or Mali.
