I've been in those shoes too... Skippers do not like to send out the Oprep-3 Navy Blue messages. Despite VADM Rowden's insistence that phoning home is not "putting yourself on report" I suspect skippers are still too hesitant to pull the trigger. But yes, as PO3 Steven Sherrill stated, saving the ship was overwhelming, and Combat is down low on these ships, so they were probably in full DC mode.
Plus the CO suffered a head injury, and it may not have been immediately clear that he was out of it, for the XO or TAO to take command in that situation. They may have been trying to check on the skipper.

LCDR Rabbah Rona Matlow I suspect the confusion that arises from having the CO incapacitated had a lot to do with the delay on the upper command side. All the training prepares people to react to the situation, but it is impossible to train for the adrenaline rush, and the confusion of an real world event. This is not a time to be looking for scapegoats. We lost seven sailors who went to their rack expecting to get up for their next watch, or muster, not expecting that they were going to lose their lives to flooding. Now is the time to mourn that loss, and provide as much comfort as can be given to the families of those men. There will be plenty of time to assign blame later.

I think the article is saying the JCG is investigating why did the Philippine ship take so long to report the incident, not the Fitz.
