You have to be a member of the US Armed Forces to get the NDSM. However, on rare occasions, civilians can get decorations. Charles Lindbergh was a reservist not in a duty status when he flew across the Atlantic to get the Medal of Honor. John Paul Vann was a civilian "advisor" with the State Department when he got the DSC and DFC in Vietnam. Ernest Hemingway and Joe Galloway were civilian war correspondents when the got the Bronze Star Medal. Future President Herbert Hoover got the Army DSM for his service as Food Administrator in WWI. Thomas Edison received the Navy DSM. To mention a few.
