I have heard of some rough childhood story's. But wow. Now everyone has an easy answer when it's someone else. What if it was someone you knew, maybe a family member that you knew was a little strange.
Do you?
A. Call the cops?
B. Immediately take the children out of the home first?

I'd do both. She probably doesn't have a rational reason for this despicable act.

I sure hope that local laws allow those kids to be taken from that family and put up for adoption.

Call 911. It's a matter for the local authorities. The few minutes it takes for them to arrive should not affect the outcome. And considering that the adult in the house could become violent if you try to remove the children.
