Sorry but I don't see any reason why insurance companies can't have private fire brigades.
The local county I lived in has volunteer fire companies that cover different areas. All are paid each time the company responds and the money is split between the responders to that fire. The responders must suit up , be accounted for and help with the recovery afterwards.
That, in my opinion is still people being paid to fire fires.
