The only people that will benefit from the building of a 35 foot wall are those who sell 36 foot ladders and those who sell shovels. Crossing the border is already difficult enough that tunnels are becoming fairly common. You can't stop an industry worth hundreds of billions of dollars or even the millions of desperate people willing to work for what we consider low wages and bad conditions here in the US.
There are three things we could do that would quickly secure the border, the first is to put an end to the black market for selling drugs by making drugs all drugs legal. The second is allowing anyone who wants to come here from Mexico that doesn't have a criminal record, a worker visa. The third would be mandated a $15 minimum wage and then indexing it to inflation so that US citizens are willing to do those jobs. Do those three things and the Border Patrol we have in place now will be able to secure the border.
On a side note, as an Arizona resident I would not be OK with the state chipping in money to help build a wall when funding for education ranks is the lowest in the nation.

Although I support Trump, it seems that his wealth is somewhat overstated, by half. And if they can not win using Trump cash, as Romney did with his personal wealth, that troubles me. It does appear as if he wants all the risk to be on our backs. If I were worth $4-5B and wanted to be the leader of the free world, I would take more risk on my own to win, but as a business man, I would not throw away my wealth on a lost cause. Makes you think.

I would say it would get funded as any other pork works project and maintained by the same.
