The article title is misleading "New rules ban tobacco from troops' care packages and lawmaker says that's 'unacceptable'"
What they "accidentally" left out is the rule effects commercial "care" packages, IOW marketing freebie stuff they send in hopes of increasing market share, product recognition, consumer loyalty.
NOTHING to do with "care" packages from home, family and friends.
No family/ friend care package restriction for tobacco to
Afghanistan.

I did not Know they still got Tobacco products except from the Families at Home ... since they stopped ot said they were going to stop the sale of tobacco in the Exchanges overseas...
