The problem is there are many laws, and Executive Orders come and go. Is it still effective, and it is hard to know after each presidential transition.

All executive actions remain in effect unless rescinded by the originator or successor. This one was signed in 2009 and so far Trump has not changed it. It supersedes any other instruction when there is any contradiction, being as how it was enacted by a legitimate president. I became deeply involved with it during the Hillary fiasco on the emails.
