I think we have already seen what will happen by looking back at Katrina and New Orleans. There was a failure at the State and Local levels. Hopefully it will not happen here but I think we all know that we could never prepare for it. Imagine all the Counselors that would be required to console all the snowflakes? The best COA would be for a limited strike that we could properly respond to with following the proper protocols. I think we would develop some systems but more than likely we will discover personnel that are in positions of power that they are clearly unprepared for and we have agencies that have no supporting role but we are spending tons on as a job security venture.

Seriously I think that the manual and Backup systems would milt the effects to hours rather than Days, especially since the physical infrastructure would not be harmed and the grid itself is designed to allw segmentation. It would be some nasty hours
We learned a lot after the Big NYC power outage years ago,
