Lies, Damn Lies, and UFOs: Deciphering the Truth Hidden Amid Decades of Propaganda

I guarantee I am in the minority here, BUT....
I believe governments can and SHOULD lie to the people "for their own good." Now, I have a few MAJOR caveats to that.
First is that it has to actually be for the good of the people, not the good of the government (or of the politicians).
Second is that the lie should persist only as long as absolutely necessary, and then revealed in full along with justification. And always BEFORE an election cycle, not after one.
Third, if it is really for the good of the people, then those keeping the secret stake their LIFE on it. You blab, you die. If it is not that serious, then don't keep it a secret.
Finally, this is a VERY serious breach of trust. While it can and sometimes should happen from time to time, those who are in on the secret are liable for criminal and civil charges, with no statute of limitations. Once the secret is revealed, let the people, in the form of a jury, decide whether you were justified.
