Ok, I lived in Lowell Massachusetts for 4 1/2 years as a student. First off, I find it hard to believe that the city has plows at all, and then hard to believe they were plowing anything. Streets were left unplowed most often. I know there were winter parking restrictions, not that there was a single frigging alternative to park, it was well published that street parking was illegal in a snow event in marked areas that were seemingly everywhere. You park in the street, you rig it, you ride it.
Growing up in Mass, digging your car out is what it is. If you don't park in a drive way or designated parking, that is that.
As a guy who has been responsible for plowing and has done a little plowing, the snow doesn't disappear. You have to push it somewhere. City plow guys are plowing the street. The curl of snow rolling off the blade is called a wind row. The blade is angled to the side to get snow out of the middle and to end up off to the side. Drivers use their speed to throw the snow high and far in case there is more that needs to be plowed later or to clear obstacles like guard rails.
I think people think it is a personal vendetta, but it is what it is. This operator just sounds calloused to the critics who have never plowed nor have skin in the game beyond their own car and driveway and personal inconvenience.
