Considered one of the most notorious gangster personalities of that era.
The truth behind that personae is that his wife, Kathryn Thorne was responsible for creating the myths that were used to promote him as such as she enjoyed the notoriety.
On the morning of their arrest, Kelly was reported to have coined the phrase 'G-Men' when he said:
"Don't shoot, G-Men, I've been waiting for you all night."

Kathryn was paroled from Federal Prison in Milan, Michigan in 1958 having served 25 years of a life sentence, then worked as a bookkeeper for the mental institution that kept her mother following her release from prison in Oklahoma. It is believed she passed away in 1998 a relative recluse.
