Clearly his issues are several, not a single event. And pretrial custody is rare, more so of an offcier. In most cases not even risk of flight is justification, it has to be self harm or tangible and likely physical threat to another.

The Corps been testing for steroids since late 1986, I believe. He knew that. Is there something in the water of senior officers making them go off the reservation? If so, I'm sticking with my Monster drinks.

Stupid is what stupid does. There is a code of conduct that anyone who has worn the uniform, particularly as a officer, has to adhere to. I am big on the bonds of trust and for him to sexually abuse the women under his command is grounds for castration and flogging....but then I am old school.

With all due respect, in this particular instance you aren't "old school." Old school would simply look the other way or offhandedly state that they must have "wanted" it.
You're a progressive espousing civil liberties and equality of treatment.
