Until you have worked trying to teach JROTC in the public-school system, you will never appreciate the effort that is put into these programs by the instructors. It is a thankless, frustrating job to try and work with school administrators who are openly hostile to your program, redirect DoD funding to their other programs, or who try to use your courses as a dumping ground for every malcontent and ne'er-do-well that they don't want to deal with.

JROTC instructors work every school day like other teachers, most every single weekend supporting some team event or another, most major holidays supporting flag details or parades, and during the summer supporting Leadership Academies and Team Competitions. There is little to no time off from this program and there is no appreciation or understanding of the level of effort required by most school administrators.

LtCol Hunter is not unlike thousands of other instructors who walk away in disgust from this program shaking their heads in disbelief at the level of bias, animosity, and graft that exists in public education.

Not all schools are that way, but there are enough to rock you back on your heels.
