Whats humorous about HR1 is Democrats only propose this stuff when they are absolutely sure it will not pass. If Democrats were in control of both houses would they pass this? I doubt it and they had the opportunity to pass it in the past under Obama but choose not to try. So it only garners votes and only gets promoted as legislation when they know there is enough poison pills in it that the Senate in control by the other party will reject it.
