Its always going to be difficult because there are a ton of criteria. But if you look at it logically - the Germans produced roughly 111000+ aircraft in WW2 compared to 76000+ for the Japanese. But of the German aircraft, there were several countries shooting them down: French pilots, British pilots, Polish pilots, Czech pilots, Russian pilots, American pilots, etc. Then, get the American pilots and cut them up even more. How many flew P-51's, P-47's, P-38's etc. Of the 76k Japanese aircraft, they only had one enemy: USA. And the USA was flying the Hellcat for the majority of those kills.

So the clear winner is the Grumman F-6F Hellcat.
