If this dam fails, or worse, fall's into the hands of a terrorist organization like ISIS the number of displaced people could reach the millions. Aside from the direct catastrophic humanitarian impact this would have, the long term secondary effects of these IPD's would be another hurdle in an already destabilized region.

There is a special Corps of Engineer cell who have been working on the project for over a year. They helped develop the remediation plan and increase the warning level to the Iraq ministries who ignored advice for quite some time. The US can't force the fix.

The first of the Italian planners are on the ground now and work is about to begin. These issues are well known in CENTCOM and the components.
