The democrats should have left the bill alone when it came from the House. Instead, they changed it so that they could spend the money on things other than VA healthcare.
That's why the republicans voted no.

SFC (Join to see) - They had the original house bill which was just fine and passed by an overwhelming margain. The democratic senators wanted to spend the money however they saw fit, instead of it going specifically for VA healthcare.
Toomey has said that if they put the original house bill up for a vote, they'd all vote for it. But, the democrats won't do that.
