When these things happen, you have to wonder if he was 1. Getting money from the terrorist to not report on their finances. 2. He had a fight with girlfriends, or wife found out about girl friend, 3. Someone was blackmailing him. Any of these could have an impact on our operations.

I suspect inside job. How could he receive threats and still be shot? Wasn't he protected?

I lean towards the 2nd. Seems the most plausible, outside of random crime gone wrong.
However, in today's world, with corruption seemingly out of control, I wouldn't be surprised if it were more in line with number 3.
